Changes in the regulations can be made as long as they are sanctioned within the framework of the āgamas. You need a 2/3 majority. They come into force only with the consent of the founder of that tīrtha, who also holds the post of 1st upādhyāya of that tīrtha until a successor is appointed according to §13. However, in the bhāṇḍara the Kevalajñānavinayatāpasya-saṅgha must remain unchanged be the writings of the autobiographies of Ātmā Tattva and the first upādhyāya of these Kevalajñānavinayatāpasya-saṅgha. The former serves as evidence for the existence of avadhi- and rju-manaḥparyāya jñāna, the latter for the existence of vipula - manaḥparyāya-jñāna and kevala-jñāna. The autobiography of the first upādhyāya of this gaccha may not be loaned to other groups, according to point 28 of Bhandarkar Report 1904 : OM-ARHAM - https://www.om-arham.org/blog/view/9549/bhandarkar-report-1904.
This scripture should always remain unchanged in the original in this Jain group, Kevalajñānavinayatāpasya-saṅgha, and grant that the jñānavinayatapas are exercised of one's own free will to step through the kṣapakaśreṇi.
