In the church council of this congregation can become the voting members who aim to avoid the 18 faults[1] and who have begun to practice kṣayopaśamika, beginning with consciously controlling rising anger at least 7 times a week with examining them by the investigation doors, in accordance with those described in the Kaṣāya-Pāhuḍa, analyzing oneself according to the 4 levels of intensity to improve oneself towards perfection.
