3. Oversight of the parish-bookkeeping and associated foundation(s) owned or sponsored by the parish is provided by a board, called Sanatkumāra Council,[1] of 1-3 members elected by the parish council. A śramaṇopaśaka (upāsaka or upāsikā) from the 7th upaśakapratimā is to be elected for the post of supervision of the foundation, who actively and financially participates in the development of the Kevalajñānavinayatapasya-saṅgha[2] and maintains the separation of powers between church and state.[3] The election is valid only after confirmation by the upādhyāya (teacher) of the parish. The upādhyāya is authorized to exempt the Board of Trustees from an audit. In case of vacancy of the post, the upādhyāya takes charge.[4] The church community has not to be without upādhyāya.[5]

[1] The Sanatkumāra Council gets its name because in case of disagreement, the verdict of this council is accepted by all members without anger etc. The name is given on the model of Cakravarti Sanatkumāra, who said before his death: “Sirs Doctors, human illnesses are twofold, physical and mental. Anger, conceit, deceit and greed are men's spiritual diseases, which produce endless suffering, leading to a thousand births. If you are able to heal it, then heal it by all means; but when you heal physical diseases, look only at these!” Qualities such as the insight into the transience of youth and beauty, justice, etc. are listed in the Triṣaṣṭiśalākāpuruṣacaritra Vol. III, Chapter VII SANATKUMĀRACAKRICARITRA.
